DPLIANCE is a Data/AI agency founded in Poitiers, present in Montréal. Since 2019, we design, ship and operate sovereign data and artificial intelligence solutions. They are GDPR-compliant by design, and Law 25 compliant in Québec. Here is where it comes from.

From software editor to Data/AI agency

  1. 2018

    A conviction before a company

    It all starts in Poitiers, at a Startup Weekend. Hichem and Florian defend an idea rare at the time: giving individuals back control over their data. Three days of hackathon, a "Tech" prize awarded by the jury, and a lasting conviction. The SPN, the regional network of digital professionals, supports their first steps through its Start Innov' Academy acceleration programme.

  2. 2019

    Founded on GDPR field work

    The GDPR has just come into force and, on the ground, it is chaos. DPLIANCE is created to answer it, with one of the first GDPR compliance software products in France. It now equips more than 500 organisations, across mainland France and its overseas territories, through a national network of specialised agencies. Five years in daily contact with companies, local authorities and their sensitive data.

  3. 2022

    Products as proving ground

    To prove data can be leveraged while respecting each individual, we build our own solutions: Mirage Analytics, Complio, Cookilio. Designed, built and operated end to end, hosted in Europe. The same year, DPLIANCE joins the Neoloji Technopole Grand Poitiers.

  4. Then

    Data at the service of decisions

    Our products teach us to work with data, to inform decisions: segmenting, predicting, classifying. We then go one step further with hyper-personalisation, fully automated A/B testing. A website's content adjusts to the visitor's profile and tests its variants continuously.

  5. 2025

    The Dis-ADEME turning point

    We miss out on a public grant because we fail to spot an eligibility criterion. On the other side of the counter, the same problem exists at scale: ineligible applications by the hundreds. We turn it into a solution: a case-screening agent that pre-assesses funding applications to relieve ADEME's caseworkers. It wins the Dis-ADEME challenge, and the agency then asks us to take it into production.

  6. Then

    Setting course for Canada

    Florian, co-founder and CTO, moves to Montréal, a return to familiar ground for the founders, trained at Polytech Tours and at UQAC in Québec. DPLIANCE is welcomed by the Digihub in Shawinigan, then by Le Camp in Québec City. The agency now operates on both sides of the Atlantic, under GDPR and Law 25 alike.

  7. Today

    AI that ships to production

    Industrialisation of the ADEME solution continues. At i3 Impulsion, the insurance sector's applied research hub, we develop our hyper-personalisation. A website whose content automatically adjusts to each visitor's profile. Eight years since the conviction born at the 2018 Startup Weekend, seven years since DPLIANCE was founded in 2019. The agency now serves organisations where data is sensitive, from Poitiers to Montréal.

Two founders. One obsession: production.

Two co-founders, on both sides of the Atlantic. Hichem carries the vision and the relationship with clients; Florian designs the architecture and takes solutions all the way to production. Depending on the project, the team expands with proven data experts — as on the Dis-ADEME challenge. Co-founder. Has carried the DPLIANCE vision since 2019: proving you can leverage data and AI while respecting privacy and sovereignty. Previously an external consultant for LVMH and Axa, including an international POC won in 2017.

Florian Gadal

CTO

Co-founder, based in Montréal. Architect of DPLIANCE's solutions, from the first line of code to production, and everything that happens after. He developed the applications of the Barreau du Québec, the province's bar association, and anchors the agency in North America.

Three convictions. One direction.

Privacy is a fundamental right

We don't want a digital world where every visit feeds an advertising profile. This is not a marketing argument, it's our starting point — the one from the 2018 Startup Weekend, before the company even existed: giving individuals back control over their data. In practice, every solution we design must understand and leverage data without ever tracking individuals. Mirage Analytics is the demonstration: complete audience measurement, with no cookies and no individual profiles. By architecture, not by declaration — because a promise that rests on a checked box in a contract commits to nothing.

European sovereignty is an architectural choice

Cloud Act, export restrictions, unilateral platform decisions: depending on American infrastructure is no longer a technical question, it's a strategic risk. The Cloud Act allows US authorities to demand access to data held by American companies, even when hosted in Europe — a server's location does not protect you if its operator is subject to US law. Our solutions run on Scaleway, on French or European AI models — or on your own servers. It's contractual and verifiable. And the promise we make to you does not depend on your geography: your data stays in your jurisdiction, under your framework — the GDPR in Europe, Law 25 in Quebec. Sovereignty is not a retreat: it's the freedom to choose your models, your hosting and the future of your solutions.

We're often told compliance means compromise: less data, fewer insights, less performance. We believe the opposite — and we verify it every day. Data collected cleanly is data you can trust: no holes left by consent refusals, no measurement bias, no legal risk hanging over every analysis. That is the foundation we build on: segmentation, prediction, hyper-personalisation. Intelligent, ethical use of data produces better, more reliable and more sustainable results.
